I am convinced that the present arrangements as to the Markets are not the best, and, that the letting of the Stalls and general superintendence of the cleanliness, also the maintenance of order therein could be better managed by the Registrar General whose duties bring him into frequent and personal direct intercourse with the parties interested in the good order and regulations of the markets.
Independent of these considerations the Staff of the Registrar General is expressly selected and adapted for adjusting differences and meting out practical equity in all...
